On Wednesday, the Committee on Information and Communication Technology (ICT) unveiled a report addressing the petition submitted by the Uganda National Musicians Federation (UNMF) through Hon. Phiona Nyamutoro on October 4th, 2023.
The petition spotlighted the necessity for amendments to Uganda’s Copyright Law, specifically targeting the enhancement of rights and protection for artists within the digital landscape.
The committee’s thorough examination has led to a decisive recommendation: a holistic approach must be adopted to tackle the challenges confronting Uganda’s music industry in the digital age.
By doing so, the nation can leverage the abundant opportunities within the industry, thereby improving the livelihoods of individuals across the music industry’s value chain and broadening the government’s revenue base.
The proposed modernization of the Copyright Law holds the promise of bolstering enforcement mechanisms, fostering the promotion of local content, and establishing a fair and transparent ecosystem within the music industry.
Such measures are envisioned to not only safeguard the rights and interests of artists but also to significantly contribute to Uganda’s cultural and economic development.
The committee’s stance underscores the potential for Uganda to cultivate a vibrant and sustainable music industry by proactively addressing the concerns highlighted by stakeholders such as the UNMF.
By aligning legislative frameworks with contemporary realities, Uganda can pave the way for a thriving creative sector that not only benefits artists but also enriches the nation’s cultural fabric and stimulates economic growth.
In summary, the committee’s recommendation advocates for a forward-thinking approach to copyright reform, one that recognizes the transformative power of music in society and seeks to harness its full potential for the benefit of all stakeholders involved.
