Uganda Sport Minister Jessica Alupo Rose Epel has written to FIFA questioning FUFA’s legality.
In a letter dated July 16,2013, and a copy of which MTNFootball.com has seen, the Minister has invited FIFA to urgently meet her for consultations over the legality of the Uganda FA headed by Lawrence Mulindwa.
“I have now received official legal guidance from the solicitor general of Uganda confirming that the current FUFA is illegal under the laws of Uganda,” said part of the letter.
The Minister stated that it has been clarified to her that FUFA, whose affiliation to FIFA in 1959 was supported by the Uganda government, has since 2009 operated as FUFA Ltd, a private company Ltd by guarantee which is inconsistent with the law.
She also explained that the incorporation of FUFA Ltd as a private company is also contrary to the provisions of the National Council of Sports Act Chapter 98 and is therefore illegal.
“Owing to the aforesaid, the government of Uganda therefore intends to take appropriate measures in public interest with the objective of improving the management of soccer in Uganda. The purpose of this letter is therefore to notify your organization to which FUFA is affiliated of the above developments and invite FIFA to meet me in urgent consultations over these matters,” she stated.
The letter which was written by the Minister herself was also copied to the Vice President, Principal Private Secretary to the President of Uganda, the Secretary general of the National Council of Sports, the State Minister in-charge of Sports and the Secretary general of the Confederation of African Football (CAF).
However, when MTNFootball.com spoke to FUFA’s Head of Media, Rogers Mulindwa over what he thinks will happen after the letter was sent to FIFA, he said they will wait for official communication from Zurich.
