Parliament Reads Copyright Amendment Bill 2025 for the First Time

The Copyright and Neighbouring Rights (Amendment) Bill 2025 has today been read for the first time in the Parliament of Uganda.

The bill was presented as item number three on the order paper and tabled by the Minister of Justice and Constitutional Affairs, Hon. Nobert Mao.

While chairing the session, the Speaker of Parliament, Rt. Hon. Anitah Among, noted that the bill has taken a long time to reach this stage.

She recalled that the bill was first introduced by singer-turned-politician Hon. Hillary Kiyaga, popularly known as Hilderman, before being taken up by the government.

The bill seeks to strengthen the protection of intellectual property and ensure that creators, especially musicians, receive fair benefits from their work.

Earlier this year, President Yoweri Kaguta Museveni confirmed the implementation of a new Copyright Management System.

This system is aimed at safeguarding musicians’ rights and improving royalty collection and distribution.

The reading of the bill marks a key step in the government’s effort to promote and protect the creative industry in Uganda.
