Apostle Grace Lubega, the founder of Phaneroo Ministries International, has declared his plans to construct a $55 million (approximately UGX 210 billion) church building — without borrowing or soliciting money from anyone.

While preaching to his congregation, Lubega confidently stated, “I am planning to build a 55 million US dollar building and I’m not borrowing. I’m Abraham’s son. Oh, I mean it.”
He added that faith, not finances, is the key to achieving the ambitious project. “I know there’s a young man in the ministry who is ready to give a million dollars on that. He doesn’t have a job, but he has the heart. That’s the one I’m looking for,” he said, emphasizing that willingness and faith outweigh financial status.
The preacher also remarked, “I know people who have the money but don’t have the faith to give,” suggesting that conviction is more important than capability when it comes to giving.
The statement sparked mixed reactions online. Some netizens accused Lubega of attempting to manipulate his followers, with a few commenting that he might be planning to “scam his sheep.”
Others pointed to his past as a banker, arguing that his financial background gives him a persuasive edge in selling ambitious visions to his congregation.
